Royce Hanson was the chairman of the Montgomery County Planning Board of the Maryland National Capital Park and Planning Commission from 1972 to 1981 (and again later). LWVMC’s Land Use Committee at that time was engaged in monitoring the county’s planning activity as urban sprawl was pushing into undeveloped areas. The committee met often with Royce Hanson as the Functional Master Plan for the Preservation of Agriculture and Rural Open Space was being developed under his guidance and then adopted by the Board. This Master Plan created the Agricultural Reserve by amending many master plans for segments of the county and established the Transferrable Development Rights program to preserve land for agriculture. This program has been recognized and replicated nationally for its quality.
